Jonathan Cage – Managing Director

Jonathan is a Chartered Engineer with over 23 years’ experience specialising in the provision of expert advice on transportation, drainage, flood and general infrastructure planning.  Jonathan has given evidence at numerous planning appeals, local plan inquiries, mediation sessions, CPO inquiries and High Court appeals. Jonathan has worked on various major residential and commercial developments throughout the UK.

Jonathan is a Common Purpose graduate.


Paul Zanna - Technical Director

Paul is our Technical Director based at our office in Milton Keynes. Paul has been involved in a number of high profile schemes, managing the technical input for the technologically advanced Stoneythorpe Village development, Warner Bros Studio expansion plans, Wedgwood visitor centre and Wedgwood residential village to name just a few.

Paul is also one of only a few Role B Technical Agents to appear a number of times at the House of Lords and Houses of Parliament Select Committees during the initial HS2 Royal Asset and more recently proving technical support to landowners and developers who are seeking to secure planning and compensation around land otherwise blighted by HS2.

With the recent publication of the East West Rail Transport Works Act Order seeking to provide a rail line linking Oxford to Cambridge, Paul is now supporting landowners and developers alike making representations on the TWAO currently out, prior to the Public Hearing to consider the scheme next year.


Mark Allen – Associate - Transport

Mark is a highly experienced transport professional having practiced for over 18 years in both highways and transport planning. At Create, he is principally involved with development pre-planning including the production of Transport Statements/Assessments and Travel Plans, but, also provides expertise in highways/access design, development scheme layouts, traffic modelling and has acted as Expert Witness on several planning appeals. Mark is the key Client contact on the majority of his projects and has full capabilities in project management from initial fee proposal through to scheme completion. His overall breadth of experience and understanding enables him to engage successfully with specialist consultants from other disciplines on project teams.

Mark previously worked at AECOM (7 years) and Mott MacDonald (4 years), before joining Create in 2010 to head up the Company’s transport team in the Norwich office.

Mark provides specialist transport and highways advice for all types of development schemes (e.g. residential, commercial, retail, education, leisure etc.) and is a Chartered Member of the Royal Town Planning Institute and also a member of the Institute of Highways and Transportation.
